I say -underrated, iconic & entertaining.

First off, any show that takes place in San Francisco immediately has my attention. The backdrop alone is entertaining. Second, any police procedural that offers action-adventure & comedy is a plus. Here we have one that deals with cops pulling duty on a floating establishment as their precinct building complete with holding cells has interesting situations written all over it. I haven’t even gotton to the cast which throw in Don Johnson as Nash Bridges and his quirky partner Cheech Marin and you have magic.
